MARINAS FOR SALE EUROPE FAQ
Your Questions, Answered.
Are you considering purchasing an entire marina or an existing marina business with facilities such as boat storage, maintenance services, fuel stations, and restaurants? In this section, we address some of the key questions investors often ask when buying a marina in Europe.
You can buy and own a marina in Europe regardless of your citizenship. Both EU and non-EU investors have opportunities, although specific regulations and procedures vary by country. Some marinas are sold as freehold properties, typically on rivers or lakes, while others operate under long-term government leases that allow management rights without land ownership.
Therefore, conducting thorough due diligence is essential to understand the property’s legal status, existing leases, and any regulatory obligations. Non-EU investors often establish an EU-based company to purchase and manage marinas, as most countries permit 100% foreign ownership through such entities.
Moreover, the legal process generally requires government authorization and, in some cases, municipal or board approval before finalizing the transaction. Once ownership transfer is complete, operators must comply with national and local maritime, environmental, and safety regulations. Finally, taxes and periodic regulatory filings apply, particularly when the marina is held under a corporate structure.
To obtain a marina concession in Europe, you must usually enter a public tender organized by national or local maritime authorities. Concessions are often granted for 30 to 50 years, allowing private operators to manage and profit from the marina. You’ll need a strong proposal with a business plan, proven experience, and financial proof. In some cases, environmental or community commitments apply. Because the process can be complex, working with legal advisors and marina brokers is recommended.
The concessionaire must prove technical and managerial competence to operate the marina in line with safety, environmental, and regulatory standards. A qualified manager must be present on-site during all operating hours to ensure safe and efficient port operations. If an on-site manager is appointed, their credentials and experience must be approved by the granting authority. This includes knowledge of maritime regulations and emergency response. Ultimately, full responsibility for safety and compliance remains with the concessionaire or their authorized representative.
Most public marina tenders in Europe do not charge an official participation fee. Instead, all preparation and submission costs are the responsibility of the applicant. The primary expenses participants face are usually internal costs for documentation, legal, and advisory work. In large-scale infrastructure projects, advisory and preparation costs can reach several hundred thousand euros, but these are not mandatory entry fees. In summary, your main costs will be internal and administrative, not a direct participation fee.
Marine Project is a consulting firm that offers independent advice to investors on acquiring marinas and participating in public tenders. Marine Project operates solely on the basis of a consulting contract and charges by the hour. The fee can range from €250 to €500 per hour, depending on the country. Variable contracts with a performance-based commission are also possible.
